Qualifying Criteria
1) Carpeting, Commercial Modular (GLS - 039) DRAFT

Adhesives
• Be sold as removable tiles using a peel and stick water-based adhesive (for recycling).

  • Total Volatile Organic Compounds emission rate of 0.05 mg/m2 per hour or less after 72 hours, and a formaldehyde emission rate of 0.02 mg/m2 per hour or less after 72 hours
  • 2-Ethyl-1-Hexanol 3.00 mg/m2•hr
  • Formaldehyde 0.05 mg/m2•hr

Carpetting
• Demonstrate the following emissions rates when measured using ASTM-D5116-90 (Same tests shall be conducted on both the carpet and the adhesive):

  • Total Volatile Organic Compounds (TVOC) rate of emission of 0.25 mg/m2 per hour or less after 24 hours , 0.05 mg/m2 per hour or less after 72 hours
  • Formaldehyde emission rate of 0.02 mg/m2 per hour or less after 48 hours, and
  • 4-phenylcyclohexene < 0.0065 mg/m2 per hour or less after 48 hours,
  • Total Phthalates < 0.01 mg/m2 (Phthalates include dibutyl (DBP), diethylhexyl (DEHD), diethyl (DEP), butylbenzyl (BBP), di-octyl (DOP), and dimethyl (DMP) phthalates)
  • Total Particles < 0.02 mg/m2 (Particles applicable to fibrous, particle releasing products with exposed surface area)
  • Styrene < 0.04 mg/m2
  • Include a post-consumer or post-industrial recycled content of at least 50% in the carpet backing;
  • Meet or exceed all performance characteristics when tested according to CAN/CGSB-4.129-93 “Carpet for Commercial Use”;
  • Not be manufactured with topically applied biological inhibitors; and,
  • Be manufactured using a closed loop process with respect to process waters.
  • TOC: ISO 8245 Water Quality. Guidelines for the determination of total organic carbon (TOC).
  • COD: ISO 6060 Water Quality. Determination of the chemical oxygen demand.

Carpet Cushion Program
Test results for this section will be accepted in accordance with the CRI IAQ Cushion Testing Program green label indicated below:

  • Total Volatile Organic Compounds 1.00 mg/m2/hr
  • 4-Phenylcyclohexene (4-PC) 0.05 mg/m2/hr
  • Formaldehyde 0.05 mg/m2/hr
  • Butylated Hydroxytolune (BHT) 0.30 mg/m2/hr

Waste Minimisation Measures

  • Any organisation applying for endorsement of their Carpeting under the Singapore Green Labelling Scheme must demonstrate clearly the plans and processes available to consumers allowing for the recycling of carpeting materials soled at the end of its lifecycle.

2) Adhesives/ Sealant(GLS - 040)

Demonstrate the following rates when measured must not exceed

a) Total VOCs < 0.5 mg/m³
b) Total aldehydes < 0.1 ppm
c) Formaldehyde < 0.05 ppm
d) 4-phenylcyclohexene < 0.0065 mg/m³

The following substances must not be present in the adhesive or used in production.
Phthalates (phthalates include dibutyl (DBP), diethylhexyl (DEHD), diethyl (DEP), butylbenzyl (BBP), di-octyl (DOP), and dimethyl (DMP) phthalates) , Alkylphenolethoxylates and Halogenated solvents.

3) Panel Boards/ Wallboard (GLS-041)

Panel Board/ Wallboard (Interior)

Certification Criteria:

This standard is applicable to a range of panel board products, generally for indoor use such as interior paneling as well as use in further processed products such as furniture. Some of the materials specifically addressed in this standard are:
• Timber, Wood and similar organic fibers
• Gypsum and other minerals
• Plastics
• Glasses (excluding fibreglass products)
• Aluminium
• Steel
• Engineered Wood Products

Products applying under the criterion must comply with the following emissions rates in addition to the material specific criterion that follows:

a) TVOC emission rate of 0.25 mg/ m3 per hour or less after 24 hours, and
b) Formaldehyde emission rate of 0.02 mg/ m3 per hour or less after 48 hours, and
c) 4-phenylcyclohexene < 0.0065 mg/m3 per hour or less after 48 hours,
d) Total Phthalates < 0.01 mg/m³ (Phthalates include dibutyl (DBP), diethylhexyl (DEHD), diethyl (DEP), butylbenzyl (BBP), di-octyl (DOP), and dimethyl (DMP) phthalates)
e) Total Particles < 0.02 mg/m³ (Particles applicable to fibrous, particle releasing products with exposed surface area)

For Timber, Wood and similar organic fibers:

For wood and similar products please follow guidelines under SGL 035 Products Made from Recycled / Renewable Fibers

For Gypsum

a) Gypsum or other mineral panels greater than 5 % of the weight of the product must contain a minimum of 30% recycled content.
b) Gypsum plasterboard shall not be formulated or manufactured with phosphogypsum

Glues, binders, additives, or surface treatment agents shall not be formulated or manufactured with:
a) Organic tin compounds;
b) Halogenated organic binding agents;
c) Halogenated organic flame retardant;
d) Halogenated organic or aromatic solvents;
e) or phthalates with alkyl groups such as methyl, ethyl, propyl, butyl or octyl;
f) Pigments or additives based on lead, cadmium, chromium, mercury and their compounds.

For Plastics

Plastics comprising greater than 10 % of the weight of the product shall contain at least 50 % by weight recycled content

Resin Identification Codes
Certified products must mark each individual plastic product or component weighing greater than 100g with an appropriate resin identification code
The product shall be marked with an appropriate plastics resin identification code.

The product shall have no flame-retardant added to the plastic materials – Polybrominated Biphenlys (PBB) and Polybrominated Diphenyl Ethers (PBDE) and Phthalates (Phthalates include dibutyl (DBP), diethylhexyl (DEHD), diethyl (DEP), butylbenzyl (BBP), di-octyl (DOP), and dimethyl (DMP) phthalates)

Products must be ensured that appropriate information describing disposal methods for the product, including the relevant resin identification code are provided at the time of sale of the product to encourage further recycling.

- CFC, HCFC, HFC, Methylene Chloride or other halogenated organic substances shall not be used in the production of any plastic or foam or in the cleaning of production equipment.

For Glass

Lead glazing, crystal glass, mirror glass, wire reinforced glass or laminated glass must not be used in panel boards. Colouring agents or other additives containing lead, cadmium, mercury, chromium, arsenic or selenium must not be used.

For Rubber

The recycled rubber product (or component) must not be impregnated, labelled, coated or otherwise treated in a manner which would prevent post consumer recycling.

Rubber products should have a minimum of 50% of recycled rubber by weight.

For Metal

All aluminium products or parts shall contain at least 35 % recycled content.

Stainless steel comprising greater than 5 % of the total weight of the product shall contain at least 40 % recycled content.

4) Wall Covering(GLS-042)

Emission of Air-Borne pollutants from the finished product shall not exceed the following
- Formaldehyde < 0.05 ppm
- 4-phenylcyclohexene < 0.0065 mg/m³
- Total VOCs < 0.5 mg/m³
- Total aldehydes < 0.1 ppm

Coating, printing colour and/or adhesive:
Shall not contain halogenated or aromatic solvents, organic tin, halogenated organic agents or halogenated organic flame-retardants.

Total content of lead, cadmium, and mercury in the print colour shall not exceed 100 ppm. Chromium (VI) is a prohibited substance and should not be present in any products or product ranges seeking endorsement.

Wall covering made of paper:
The recycled paper shall contain at least 50% recycled fibre, including 20% post-consumer fibre.

The recycled paper input shall not be bleached during the recycling process with chlorine.

Where surfactants are used in the manufacturing process, such as for the de-inking of recycled paper input, these surfactants shall be readily biodegradable.

Wall covering made of fabrics:
• The quantity of chlorophenols shall not exceed 20 μg/kg fibre in textile materials used in wall coverings;
• The quantity of extractable organic halogens (EOX) shall not exceed 3 mg/kg fibre in textile materials used in wall coverings;
• Absence of heavy metals (Arsenic, Cadmium, Chromium, Chromium VI, Cobalt, Copper, Mercury, Nickel, Tin, Zinc)

    All tests are required and must pass the above requirements prior to submission of any product(s) or product details to the Green Labeling Secretariat.
