1) Cement and Precast Concrete Products (GLS-022)

Objective:

To label products made from concrete that utilise waste materials from Municipal Solid Waste, fly ash, Used Copper, Steel, and/or Iron Slag as substitutes for sand and aggregates.

Definitions

  • Precast Concrete: Refers to products which are formed and cured at a factory and then transported to a work site for erection.
  • Mortar:  is classified as any product mixture of sand and cement with additional fillers

Section 1 - Cement: *

It must contain at least one of the following approved waste/recycled materials containing the minimum percentage composition as specified below:
(Percentage minimum limits are derived from BSEN 197-1 : 2000) 

A.      Iron Blastfurnace Slag must replace a minimum percentage of the overall mass as specified for the type of concrete below:

a.    For Portland-Slag cement:

                    I.         Minimum qualifying content of 20% of the total mass

b.   For Blastfurnace Cement

                    I.  CEM III / A: minimum qualifying content of 40% of the total mass

                    II. CEM III / B: minimum qualifying content of 70% of the total mass

                    III. CEM III / C: minimum qualifying content of 81% of the total mass

a.   Composite Cement

                    I. CEM V / A: minimum qualifying content of 25% of the total mass from a combination of Siliceous and/or Calcareous content derived from Fly Ash. Total combined content must not accede 30% of the total mass of the final product.

                    II. CEM V / B: minimum qualifying content of 35% of the total mass from a combination of Siliceous and/or Calcareous content derived from Fly Ash. Total combined content must not accede 50% of the total mass of the final product.

B.      Cement formed from Fly Ash must conform to the minimum mix of the following:

a.   Portland Fly Ash Cement ( Siliceous or Calcareous)

                      I. CEM II / A-V: minimum qualifying content of 20% siliceous fly ash of the total mass of the final product

                     II. CEM II / B-V: minimum qualifying content of 25% siliceous fly ash of the total mass of the final product

OR

                      III. CEM II / A-W: minimum qualifying content of 20% calcareous fly ash of the total mass of the final product

                      IV. CEM II / B-W: minimum qualifying content of 27% calcareous fly ash of the total mass of the final product

C.      Cement from a Combination of Blastfurnace Slag and Fly Ash should have a minimum quantity of a combination of the two substitute substances for the following

I. CEM II / A-M: Minimum 15% combined Blastfurnace Slag and Fly Ash of the total mass of the final product

II. CEM II / B-M: Minimum 30% combined Blastfurnace Slag and Fly Ash of the total mass of the final product

Section 2 -
Precast Concert and Non-Concrete Products such as Mortar, Grout, etc: *

The final product must contain at least one of the following approved waste/recycled materials having the minimum percentage composition as specified below:

a)      Municipal Solid Waste (MSW) incineration fly ash to replace cement: 20% or more by the mass of the total design of the final product.

b)      Used Copper, Steel, and/or Iron Slag to replace cement: 20% or more by mass of the total design of the final product.

c)       Used Copper, Steel, and/or Iron Slag to replace aggregates: 30% or more by weight of the aggregates.

Section 3 – Concrete Products (addition 9 September 2008)

Any final product that is a mixture of Section 1 and 2 must qualify for this criterion.

A. Products must clearly demonstrate that they qualify with both an individual criterion for Section 1 in addition to one of the three elements in Section 2 with a minimum qualifying total mass for the final Concrete product of 30% with a combined recycled content made from reused materials.

B. Each recycled material needs to be clearly indicated by its mass in percentage (%) addressing the requirements within Sections 1 and 2.

* Applicable to the entire criterion above for both Cement and Precast Concrete Products:

  • Every cement product / model under Section 1 should be accompanied by its carbon emissions value at its point of production / source (i.e. post clinker production) within the application form. This information needs to be presented in the form of an audited certificate from an independently verified auditor.
    • Products may apply for the Green Label without existing carbon emissions values but must comply with this clause within a period of six (6) months from the date of approval to use the Label on their products. Failure to comply with this requirement will result in the termination of endorsement as described in the User Agreement issued under section “TERMINATION OF AGREEMENT AND SUSPENSION OF APPROVAL.
  • All products submitted for endorsement must specify the percentages of the different kinds of waste/recycled content by mass of the final for each model that will carry the endorsement. This information is to be included in Annex I of the Green Label Application Form under the ‘DESCRIPTION / SPECIFICATION’ column.
  • Products / models are distinguishable by the percentage of waste / recycled content within their composition.
  • The source / supply chain of the substation materials used in both the cement and concrete products being endorsed must be clearly explained within the application as an attachment.
  • All products applying must indicate the type of material being endorsed by referencing to the Section and its sub criterion. Please use the following table within your cover letter to list All products being endorsed in addition to placing them under the ‘DESCRIPTION / SPECIFICATION’ part of Annex I in the Green Label Application Form:

Products that do not have readily available CO2 emission figures will have to carry the following in place of the CO2 kg / m3: "Carbon Emission Value : Pending" The responsibility of updating the label is that of the licensed user and will need to be done as soon as this part of the criterion is satisfied.

Update  

This criterion will soon expand to encompass demolition waste as one of the substitute materials used in the manufacturing of concrete and cement. We urge Manufacturers and suppliers of such to contact the Council and provide assistance in expanding this criterion to encompass the above.

2) Bricks (GLS-023-06)

It must contain at least one of the following approved waste/recycled materials having the minimum percentage composition as specified below :
a) Municipal Solid Waste (MSW) incineration fly ash : 10% or more by weight of the product
b) Used Copper Slag or Steel Slag : 10% or more by weight of the product

3) Tiles/Ceramics (GLS-024-06) It must contain at least one of the following approved waste/recycled materials having the minimum percentage composition as specified below :
a) Municipal Solid Waste (MSW) incineration fly ash : 10% or more by weight of the product
b) Used Copper Slag or Steel Slag : 10% or more by weight of the product

Alternate Qualifying Criteria for GLS 22 to 24

  1. Product Composition
    1. Physical description of product (Intended use, shape, size color, physical characteristics)
    2. Composition of materials that make up the product
      1. Type (Description, physical analysis, elemental analysis of individual materials, chemical composting of raw material and end product)
      2. Percentage of individual materials that make up product
  2. Environment Test Criteria *
    1. Standard Leaching Test
      Purpose: Test to determine the level of heavy metal and organic matter leaching from the product and to ensure that the product is environmentally safe for intended use
      1. Test Methodology (USEPA Method 1311)
      2. Benchmark
        Local environmental leaching standards (NEA)
    2. Extended Leaching Test
      Purpose: To ensure long term environmental safety for the product
      1. Test Methodology
        Extended Standard Leaching Test (USEPA Method 1311) with the following extension of test parameters:
        • 3 leaching solutions of pH 2.88, pH 4.93 and pH 7.0
        • Sample individual particle size < 1 mm
        • Observation time period: over 6 months
      2. Benchmark
        Local environmental leaching standards (NEA)
  3. Description of Production Process (must be detailed when submitting to receive Green Label endorsement)
    1. Process layout and description
    2. Key treatment technology that makes the product environmentally safe
For products incorporating more than one waste materials, at least one of the waste materials must comply with the minimum percentage required.
* Products that are not readily available in the market or haven't been through a testbed cycle to prove their technological worth must have completed the
"Pilot Trial Testing of Recycling Technology & Product" criterion below prior to their submission for endorsement under the Scheme
Performance Standard

The Company undertakes that its product submitted for the GreenLabel award meets the performance specification in accordance with the relevant Singapore Standards or other national or international standards.

Toxicity and Radioactivity
The end product should not contain any toxic and radioactive substances. The Authority reserves the right to request the company to submit a report on the toxicity or radioactive test on its products to International Standards.
TEST METHOD

On-Site Verification

The Applicant would be required to engage the service of an accredited SAC-SINGLAS (The Singapore Laboratory Accreditation Scheme) Laboratory to conduct an initial assessment of the product technical data and thereafter follow up with an on-site verification of the process. The Application shall be accompanied by a test report from the accredited laboratory.

Pilot Trial Testing of Recycling Technology & Product

Purpose

To comprehensively test the reliability of the recycling technology and to provide sufficient sampling of products for laboratory testing and observation for environmental safety of the recycled products

Scope of Pilot Trial Testing

  • Trial recycling capacity must be set in a mass production environment, recycling/producing not less than 10 tons of recycled products a month for sampling and testing
  • Trial testing must be set in a local environment (Singapore)
  • Trial testing period must be carried out for at least 6 months
  • Samples from pilot trial test plant must be certified by at least 2 accredited laboratories to be environmentally safe for use
  • Samples produced by the trial test must be verified against the physical properties of the intended product or application, used and applied commercially in on separate test trial sites
