Qualifying Criteria (Part I )
1) Organic Fertilizers
(SGL-031-08)
  1. Must be made from 100% recycled organic material
  2. Products demonstrate the source of raw materials that makeup the final organic fertilizer
  3. Sources raw materials should be accompanied by letters from the suppliers
  4. Process of production must be detailed in a step by step illustration and written description of how the product(s) is manufactures
  5. Products must be officially Agri-Food & Veterinary Authority (AVA) of Singapore approved prior to submitting their applications under the Singapore Green Labelling Scheme.
    • Copies of All AVA certificates must be attached to the Green Label application
  6. Onsite visit may be required depending on the nature of the product to verify products process and any other potential environmental impacts as a result of manufacturing.
2) Paints and Surface Coatings*
  1. All coatings must not be formulated or manufactured with formaldehyde, halogenated or aromatic solvents or heavy metals such as mercury, lead, cadmium and chromium.
  2. All coatings must have a flash point of 61.0oC or greater.

For water coatings:

  • Water based Paints and stains must not contain VOCs in excess of 50 g/l
  • Water based Varnishes must not contain VOCs in excess of 75 g/l.
  • In addition, water based coating must not contain Epichlorohydrin

For solvent based coatings:

  • Solvent Paints and stains must not contain VOCs in excess of 200 grams per litre.
  • Solvent Varnishes must not contain VOCs in excess of 300 grams per litre.

For Colorants / Shades (in addition to base paints above):

Option 1:

Submit all your shades for testing under the same guidelines set by the SGLS criterion for Paints and Surface Coatings.

Option 2: (standard common practice)

Understanding that you might have several base paints and colorants we would suggest the following;

1)    Get All your base paints (i.e. white, off-white, etc.) for testing first and certified under them under the SGLS criterion of Paints and Surface Coatings

2)    Instead of doing tests on individual colorants blended them with approved base paints and submit them for testing under this same category. (We suggest that you split them into a few blended batches using the method of elimination to weed out any colorants that might have unwanted properties as dictated by the SGLS criterion.)

a.    If a batch fails, send the four colorants within the batch for testing individually to find out which colorant can not be endorsed under SGLS

As for the fees applicable to colorants / pigments; 7 colorants / pigments x S$300 would be the calculation. After the all your pigments have been endorsed endorsement, you will be able to use the Green Label on any shade and/or colour comprised by blending these 7 pigments with your endorsed base paints. This would reduce the cost with regards to option one above which requires you to send your entire rage of shades for testing.

*Please note that cementitious water proof adhesives are not covered under this category. All existing endorsed cementitious product licenses will need to comply with Section 2 of Catogory 22 : Cement and Precast Concrete Product.

3) Photo Copiers
  1. Qualifying Criteria for Dust Emission Level
    The respirable dust emission from the machine shall not exceed 0.15 mg/m3 .

  2. Qualifying Criteria for Ozone Emission Level
    The ozone emission level of the machine shall not exceed 0.05 ppm.

  3. Qualifying Criteria for Noise Emission Level
    The sound power level of the machine in operation mode (during copying) shall not exceed:
    • 65 dBA for low speed OCMs (0 - 19 copies per min);
    • 70 dBA for medium speed OCMs (20 - 49 copies per min);
    • 75 dBA for high speed OCMs (> 50 copies per min).

  4. Qualifying Criteria for Energy Consumption
    The energy consumption in the low-power mode shall not exceed [(3.85 x copiers/min) + 5 ] Watt-hour

Testing Requirement

Photo Copiers

  • Dust emission
    The applicant shall submit a declaration that the product emits no more than 0.15 mg/m3 of respirable dust particles. The declaration shall be signed by the chief executive officer or equivalent of the manufacturer.

    The test method shall be carried out in accordance with ASTM D4532-92: Test Method of Respirable Dust in Workplace Atmosphere.

  • Ozone emission
    The applicant shall submit a declaration that the product emits no more than 0.05ppm of ozone. The declaration shall be signed by the chief executive officer or equivalent of the manufacturer.

    The test method shall be carried out in accordance with the ASTM D5156-91: Test Method for Continuous Measurement of Ozone in Ambient, Workplace and Indoor Atmosphere.

  • Noise emission (Management / Manufacture declaration accepted)
    The applicant shall submit a declaration that the product emits no more than:
    " 65 dBA for low speed OCMs (0 - 19 copies per min);
    " 70 dBA for medium speed OCMs (20 - 49 copies per min);
    " 75 dBA for high speed OCMs (> 50 copies per min).

    The declaration shall be signed by the chief executive officer or equivalent of the manufacturer.

    The test method shall be carried out in accordance with the ISO 7779: Acoustics Measurement of Air-borne Noise Emitted by Computer & Business Equipment.

  • Energy consumption
    The applicant shall submit a test report on the energy consumption of the product from one of the following laboratories:
  • 1. Reputable local laboratories that are competent to carry out this specific test
    OR
    2. SAC-Singlas MRAS partners. In other words, if a company is able to provide a test report from any of the SAC-SINGLAS MRAS partners, it will not be required to send its product for local testing.

    The energy consumption at the Low-Power Mode must be less than/ or equal to the energy requirement as stated: [(3.85 x copies/min) +5] Watt-hour.
