Whistleblower Policy

At the Singapore Environment Council (SEC), we are committed to upholding high standards of integrity, transparency, and accountability. We encourage all employees, partners, vendors, and members of the public to report any concerns related to misconduct, unethical behaviour, or violations of laws and regulations.

What Can Be Reported?

You may report concerns including, but not limited to:

  • Fraud, corruption, or theft
  • Abuse of authority or position
  • Breach of SEC policies or procedures
  • Harassment or discrimination
  • Environmental violations
  • Any other unethical or unlawful conduct

How to Report

If you have reasonable grounds to suspect misconduct or unethical behaviour, we encourage you to report it responsibly and in good faith via email: whistleblow@sec.org.sg

To help us assess and investigate your report effectively, please include the following in your submission:

  • What happened? Provide a clear and factual account of the situation.
  • When did it occur? Include specific dates and times if known.
  • Where did it happen? Mention the location or context (e.g., office, event, online).
  • Who was involved? List names or roles of individuals, if known.
  • How did you become aware of it? Describe how you came to know about the issue.
  • Any supporting evidence? Attach documents, screenshots, or other relevant materials.

Please ensure your report is made with honest intent. Submissions found to be malicious or knowingly false may result in disciplinary or legal action.


Confidentiality & Protection

All reports will be treated with strict confidentiality. SEC is committed to protecting whistleblowers from retaliation or victimisation. You may choose to remain anonymous, although providing contact details can help us follow up for clarification or further investigation.


Our Commitment

SEC takes all whistleblowing reports seriously. Each report will be acknowledged within 5 working days, and a preliminary review will be conducted within 30 working days. Where necessary, a full investigation will follow, and appropriate action will be taken based on the findings.
